Southern Tier Entry to Program Services (STEPS) is a computer software application that can record and store client-level information and services utilized for those persons or families who are homeless or who are at-risk of becoming homeless. Originally implemented as a funding requirement for the U.S. Department of Housing and Urban Development (HUD), many communities now use it as a Consumer Information Management System.
