Second Place East Homeless Services provides homeless prevention services through financial assistance with rent and utilities combined with advocacy and supportive services. They also offer housing placement and access to emergency housing for homeless and at risk individuals and families in Chemung County.
Second Place East Administrative Offices are located at 380 S. Main St. Elmira, NY (The Samaritan Center).

Housing Solutions
Homelessness Prevention & Rapid Re-Housing Program (HPRP)
The purpose of Housing Solutions is to provide assistance to households that are homeless or would be at risk of homelessness without financial assistance. Available Assistance: Rental Assistance, Security Deposits, Utility Payments, Rent/ Utility Arrears, Housing Relocation & Stabilization Services, Support Services, and Linkage to Ongoing Assistance.

S.H.A.R.E. (Supportive Housing & Residential Empowerment) Program
SHARE assists in the development of housing and related supportive services for people moving from homelessness to independent living. Program funds help homeless people live in a stable place, increase their skills and their income, and gain more control over the decisions that affect their lives.
This program is open to anyone who is homeless, including individuals & families who are sleeping in places not meant for human habitation, such as cars, parks, sidewalks, & abandoned buildings, or those who are sleeping in an emergency shelter.
This project offers a marked sensitivity toward persons leaving the foster care system without adequate supports.

Gateways Community Living Program provides community living, case management, and residential support services to individuals and families at risk, suffering from mental illness, substance abuse, HIV/AIDS and homelessness.

First Time Home Buyers Program/ Mortgage Foreclosure Prevention Services combines counseling and limited financial assistance for first time home purchase to eligible low to moderate income families and individuals in the City of Elmira. They also offer mortgage foreclosure counseling to Chemung, Schuyler, Steuben, Tompkins & Tioga Counties & Northern PA.

Childhood Lead Poison Prevention Program works to raise awareness in Chemung County regarding the hazards of lead poison for children and to build a community commitment to address the problem.
